COP28 Goal: Achieving the Transformative Scenario by 2050 (2026)

The report envisions a 'transformative scenario' that could see global nuclear capacity more than triple by 2050, reaching an impressive 1,324 gigawatts (GWe). This ambitious goal, however, requires a significant shift in approach, particularly within OECD countries, which currently account for only 400 GWe of the world's nuclear capacity.

What makes this scenario particularly fascinating is the need for a comprehensive transformation in OECD nations' government policies, project execution, industrial capabilities, and financing schemes. The report highlights that the world's new nuclear activity is currently concentrated in non-OECD countries, with China and Russia driving 80% of near-term expansion. The annual capital requirements for new nuclear projects must increase significantly, from an average of about $12 billion per year to an average of $143 billion per year during the 2030s. This is a substantial financial burden, particularly given fiscal pressures on public budgets. The report emphasizes the need for bankable project structures, clear risk allocation, and government-backed mechanisms to reduce construction, market, and political risks.

In conclusion, the NEA's report presents a compelling vision of the future of nuclear energy, but it also highlights the significant challenges that OECD countries must address. The transformative scenario is an ambitious goal, but it is achievable with the right policies, investments, and mindset shifts. As NEA Director General William D. Magwood IV noted, the future of nuclear energy will not be shaped by ambition alone, but by the ability to deliver projects successfully and at scale.
